Medicare Advantage for Veterans
The national overview of how Medicare Advantage may work alongside VA health benefits.
Medicare Advantage for veteransEl Paso veterans can keep their VA health benefits while comparing MAPD plans that may add civilian medical coverage, routine dental and vision care, and an over-the-counter allowance. Plans and benefits vary by ZIP code and county.
The VA and Medicare Advantage generally operate as separate coverage systems. The right plan depends on your doctors, prescriptions, VA usage, preferred hospitals, budget, and the plans available in El Paso County.

The Local Pattern
Many El Paso veterans continue using the VA for medical care and prescriptions but enroll in an MAPD plan for benefits they expect to use throughout the year. In our experience, OTC allowances, routine dental coverage, and vision benefits are often among the most important reasons.
May help pay for approved everyday health products such as pain relievers, first-aid supplies, toothpaste, vitamins, and bandages. Amounts, approved products, shopping networks, and rollover rules vary by plan.
Some MAPD plans include preventive dental care and may also provide benefits for fillings, extractions, dentures, or crowns. Annual maximums, provider networks, and member costs must be checked.
May include routine eye exams and an allowance toward glasses or contact lenses. The benefit amount and participating providers vary by plan.
May provide access to covered civilian doctors, specialists, hospitals, and urgent-care providers through the plan's network.
Dental, vision, and OTC benefits should never be compared by allowance alone. The medical network, drug formulary, copays, prior authorization, and maximum out-of-pocket limit still matter.
Some El Paso plans may also reduce part of the Medicare Part B premium. The amount and availability vary by plan and county.
Local VA Resources
El Paso is served by the VA El Paso Health Care System, including the main El Paso VA Clinic and several outpatient locations. Veterans should consider which VA services they use now and where civilian Medicare Advantage coverage may provide additional access.

Before You Enroll
A larger OTC allowance or Part B reduction does not automatically make one plan better. The full medical and prescription package must be compared.
El Paso County may include veteran-focused plans, standard MAPD plans, giveback plans, HMO plans, PPO plans, and Special Needs Plans from national and local carriers. Depending on the ZIP code and eligibility, veterans may encounter options from carriers such as UnitedHealthcare, Humana, Devoted Health, and El Paso Health.
A plan does not need military branding to work well for a veteran. A standard local MAPD plan may provide stronger dental, vision, OTC, network, or cost features than a plan marketed specifically to veterans.
